West was contracted by Coastal Resources Ltd. to plan and execute the decommissioning of an abandoned oil lease near Legal, AB, including the abandonment of subsurface infrastructure and oil emulsion pipelines. The project required a quick turnaround after non-compliant pipelines were discovered during subsurface work. With regulatory concerns heightened due to the proximity of landowner residences and agricultural activity, West developed a comprehensive abandonment program, including engineering assessments and designs, despite the lack of historical records.

The project presented technical challenges, including the unknown H2S levels of the pipelines. West adopted an alternative approach to safely isolate the oil emulsion pipelines, providing detailed analysis and adjustments to ensure the work was completed safely. Subsurface equipment was documented, reviewed, and demolished, with mechanical cut and cap methods used to avoid welding. Pipeline segments, lease risers, and intersecting pipelines were safely extracted and disposed of, ensuring compliance and minimal disruption to the surrounding areas.
